Alfred Martin

Alfred Martin, Jr. Ph.D. is President and CEO of Environmental Management Plus, Inc.,
(EMP) based in Jackson, MS. EMP is a full service environmental and contracting, consulting
and Urban Planning firm. Martin is the Immediate Past Chair of the Coalition of Juvenile
Justice (CJJ), a national nonprofit membership association representing governor-appointed
advisory groups on juvenile justice issues from across the United States, U.S. territories and the
District of Columbia. Dr. Martin also chairs the MS Juvenile Justice Advisory Committee (MS
SAG) where he was first appointed in 1992 by Governor Kirk Fordice. He has since been
appointed by each Governor thereafter, both Democratic and Republican . He is also a former
Commissioner with the Mississippi Supreme Court’s Commission on Children’s Justice and
a charter member of the Jackson Metro Crime Commission. Martin was voted in as the
Chairman of the Board for the Jackson State University (JSU) Development Foundation. He
and his wife created the Alfred and Dalre Martin Endowment which awards a scholarship
annually to a JSU student enrolled in the School of Journalism and Social Media. He is also the
founding member of the Anna Taylor High School Senior Scholarship, and a founding
member of the Tony Gobar Scholarship Foundation both based in Mississippi.
